A Functional Blueprint (FB) is a comprehensive specification that outlines the roles, actions, scripts, policies, processes, and information flows required to fulfill a Mission Objective within the DP system.

An FB serves as a complete roadmap for realizing an Mission Objective. It meticulously outlines how the DPs should function and interact to achieve the Mission Objective. This involves defining the roles that different stakeholders play, the actions they perform, and the scripts that DPs execute. It also details the ACPs, ECPs and RCPs that guide these scripts.

In addition to this, the FB specifies the necessary data structures, workflows, and information flows that enable the smooth operation and coordination of various DPs contributing to the Mission Objective. It incorporates the description of how data is to be shared, processed, stored, and archived within the DPs, aligning this with the legal, regulatory, and business requirements that pertain to the MO.

The FB therefore serves as a template, from which operational instances are created and adapted. Each operational instance embodies an FB, but includes specifics like actual stakeholders assigned roles, slight policy tweaks, or specific data schemas and sources. The FB is robust and flexible enough to accommodate these variations in the operational environment.

In essence, the FB is the theoretical model that, when applied and operationalized, allows for the successful realization of the Mission Objective. Its comprehensive nature ensures that all necessary components are addressed and included, ensuring a cohesive and consistent approach towards achieving the Mission Objective.
